MEMORANDUM FOR All CPS Field Representatives and CATI Interviewers

Subject: Instructions for May 1995 CPS CAPI/CATI

I. General

This section of the memorandum contains the basic CPS monthly overview. Section II of this memo contains information concerning the Race and Ethnicity Supplement and the supplement exercises. You should also receive an audio tape about the supplement that has been prepared by BLS.

II. Important Dates

FRs complete immediate transmission to pick up May kit (includes laptop software and interviewing instrument) -
May 5, 5:00 p.m. ET, through 12:00 noon ET on May 9.

FRs complete pre-set transmission to pick up assignments at the time assigned by your regional office. The earliest possible time is 10:30 p.m. ET, May 10 through May 13.

Interview week - May 14 through May 20.

CATI closeout - May 17.

Anticipated final CATI Recycles - May 18, 12:00 noon ET. Any FRs who have CATI cases in their assignment should complete an immediate transmission to pick up final CATI recycles the afternoon of May 18.

Interviewing closeout - evening of May 22. FRs must complete a "FINAL TRANSMISSION" by the pre-set time scheduled by your regional office. Call your regional office if you do not know the pre-set time.

FRs run cleanup operations on their laptop by Friday,
May 26.


III. Instrument Date

The date on the >START< screen at the upper right hand corner will be May 1, 1995. If the date is NOT May 1, you are interviewing on the wrong instrument.

If this occurs, please call your supervisor immediately and STOP using that instrument.

IV. Holidays

There are no national holidays during reference week or interview week in May. Remind respondents of any local holidays that you know occurred during reference week.

V. May Race and Ethnicity Supplement

The May CPS instrument contains the basic CPS questions as well as the Race and Ethnicity Supplement. This is a new supplement and will be asked of all household members - children as well as adults. The answers to these questions will help us understand how people think of themselves when it comes to ethnic origin and race.

The supplement respondent must be a household member 15 years of age or older. Although a proxy response is acceptable, try to ask the supplement questions of the individual him/herself if the person is at least 15 years old. That is, if the sample person is available, and is at least 15 years old, ask to speak directly to him/her.

No callbacks are authorized for this supplement.

See Section II of this memorandum for the supplement instructions and exercises.

VI. Time Allowed for this Self Study

THE FOLLOWING INFORMATION IS FOR CAPI FIELD REPRESENTATIVES:

A. You are authorized up to 2 hours for reading Sections I and II of this memorandum, completing the exercises in both sections, completing the supplement practice interviews, and listening to the audio tape. Charge this time to Project 0906, Operation Code 28 (Dallas-B, Denver-B, Charlotte-B, Seattle-B, Atlanta-B, and Boston-B use code 38, Alaska use code 48).

B. Mail only your answer sheet for the listing and basic exercises, from this section, to your regional office by the date written at the beginning of this memorandum.

THE FOLLOWING INFORMATION IS FOR CATI INTERVIEWERS:

A. You are authorized up to 2 hours for reading Sections I and II of this memorandum, completing the exercises, completing the practice interviews, and listening to the audio tape. Charge this time to Project 0903, Operation Code 89.

B. Give only your answer sheet for the basic CPS exercises, from this section, to your supervisor by the date written at the beginning of this memorandum.

VII. Basic CPS Exercises

Mark your answers next to the questions AND on the answer sheet provided. CATI interviewers go to item B below.

A. Listing/Coverage Exercise (CAPI ONLY)

In exercises 1-5 below, check the appropriate answer.

1. Suppose you are assigned to interview in a Unit Segment. You expect to find 17 units. You can only locate 14 units. The 14 units do include the five listed sample units. You should: (2-40,41)

A_____ Relist the address on a Unit/Permit Listing Sheet and call your Regional Office for sampling instructions.

B_____ Interview each unit that has a current sample designation in column 3 and document the actual number of units found.

C_____ Not list or interview anything. Call your Regional office and wait for instructions.

2. Suppose you are assigned to interview in a Unit Segment. The listing sheet shows a large multi-unit with an expected 36 units. At the time of interview you find the previous building was destroyed by fire. The building has since been reconstructed and remodeled. You are not able to determine which units were in sample. You should: (2-40, 2-28, 7-23)

A_____ Enter in column (5) "Structure replaced by new structure since 4/1/90 (date discovered)." Do not list or interview at the address. Report the current sample units at the basic address as Type C noninterviews and indicate what happened to the structure. Provide the following information on an INTER-COMM:

1. Address used by the new structure.
2. Type of replacement, such as replaced by "apartment building."
3. Number of units in the new structure.
4. Month and year construction was started.

B_____ Relist the address on a Unit/Permit Listing Sheet and call your Regional Office for sampling instructions.

C_____ Indicate in the "remarks" column of the Unit/Permit Listing Sheet on the line for the original structure what happened and the current date. Add the new structure on the first available line of the Unit/Permit Listing Sheet and interview each unit that has a current sample designation in column (3).

3. Suppose you are assigned to list in an Area Segment. At the time of listing, you locate the South View Marina Community. The community consists of 32 individually owned yachts. After inquiring further, you learn that 21 of the yachts are used as regular housing units. The other 11 yachts are used for vacation purposes. You should: (7-7)


A_____ List the South View Marina Community on a Group Quarters Listing Sheet.

B_____ List each of the 32 yachts on a separate line of the Area Segment Listing Sheet.

C_____ List each of the 21 units intended for occupancy as regular housing units on separate lines of the Area Segment Listing Sheet.

4. Suppose you are assigned to list in a Group Quarters Segment. One of the addresses you need to list is the Church Street Retirement Home (a split GQ). At the time of listing you are informed that the retirement home has entirely converted to an institutional GQ. You should: (4-25, 26)

A_____ Note the conversion on both listing sheets, list the units on the "institutional" GQ Listing Sheet and interview each unit that has a current sample designation in column (3).

B_____ Note the conversion in the footnotes of both listing sheets, complete item (19), item (20) and item (21) with "0" for the number of GQ units listed on both listing sheets. Do not list or interview any units.

C_____ Note the conversion on both listing sheets and call your Regional Office for further instructions.


5. Suppose you are assigned to list in a Permit Segment. As you list, you discover a structure that uses a range of house numbers (5-8 Mill St). The expected number of units is 6. However, you only locate 4. You should: (3-41, 42)

A_____ Prepare an INTER-COMM for your Regional Office explaining the situation, but do not list or interview anything.

B_____ Try to identify which units use the basic address and list only those units. If the units can not be identified, list all the units at the structure and enter "Found less units than expected" in the footnotes section of the Unit/Permit Listing Sheet.

C_____ Not list anything. Call your Regional Office and await instructions.


B. Labor Force Concepts Exercise (CAPI and CATI)

1. You are to interview at an address that consists of a family occupying a time share unit in a high rise resort building. The family is staying in the time share for two weeks, while on vacation. How will you handle this situation?

A_____ Type A - Other occupied - specify

B_____ Type B - Temporarily occupied by persons with URE

C_____ Type B - Other Type B - specify

D_____ Type C - Other - specify

E_____ Conduct the interview


2. The family staying in the time share mentioned above has no other place of residence. How will you handle this situation?

A_____ Type A - Other occupied - specify

3. You telephone the unit address located next door to the time share unit mentioned above. The person who answers says the address you have reached is a storage room for cleaning supplies and has never been used as living quarters. How will you handle this situation?
