I. General Instructions for the Race and Ethnicity Supplement

This supplement is divided into four panels of questions. You will ask each household only one panel. The panel that you are to ask a household will automatically come up when you enter the supplement portion of the interview. You will use the same panel for an entire household.

A. Supplement Respondent

The supplement respondent must be a household member 15 years of age or older. Although a proxy response is acceptable, try to ask the supplement questions of the individual him/herself if at all possible. That is, if the sample person is available, ask to speak directly to him/her. Of course, if the sample person is less than 15 years old, you will ask to speak to an adult in the household to answer questions for that child.

B. Persons Eligible for the Supplement

You will ask the supplement of each household member. This includes all children in the household.

The only time you will not ask the supplement is when none of the adult members of the household are eligible for the labor force questions. As long as one adult household member answers the supplement, you will ask the supplement for the entire household.

C. Privacy Act Information for the May Supplement

The Race and Ethnicity supplement is sponsored by the Bureau of Labor Statistics (BLS) and the Bureau of the Census. The supplement is conducted with the approval of the U.S. Office of Management and Budget (clearance number 1220-0155).

Participation in this supplement is voluntary, and there are no penalties for failure to answer any of the questions; however, each unanswered question lessens the accuracy of the final data.

All information provided by individuals participating in the supplement is confidential as required by Federal law. The information may be seen only by sworn Census employees and may be used only for statistical purposes. After the information has been collected, it will be compiled and organized into meaningful statistical summaries for analysis and tabulation.

D. Purposes and Uses of the May 1995 Race and Ethnicity Data

The Office of Management and Budget is using different means to investigate whether a "multiracial" category should be added to the current OMB standards for the collection and classification of Federal data on race and ethnicity. This supplement is one of those means.

Each of the 4 panels in this supplement will collect data on how individuals interpret and respond to race and ethnicity questions when they are asked in different ways. These data will help policymakers determine which of the different ways is most effective and whether a "multiracial" category needs to be added to the standard options.

II. Item by Item Instructions for the Race and Ethnicity Supplement

Following are the instructions for each supplement item. As you review the instructions for each item, refer to the Supplement Items Booklet (SIB) so you can see how the instructions relate to each item's answer categories. The appropriate SIB page is listed immediately after each item mentioned in these instructions.

The instructions are divided by panel. Many of the questions in panels 2, 3 and 4 will be the same as those in panel 1. When this is the case, the instructions will refer you to the place where the question appears for the first time. This will avoid unnecessary repetition of the same instructions. The questions that appear in the shaded boxes are significantly different from those in other panels. If you pay particular attention to those questions, you may find it easier to see the differences between the 4 panels.

There are a few practice questions after each panel's instructions to reinforce the concepts presented in the panel. Please answer these questions before you go on to the next panel. The answers to the questions are on page 43 of this memo.

A. Description of Panels

As you will notice, the supplement items are numbered according to panel. Panel 1 consists of items SA1 - SA11La. Panel 2 consists of items SB1 - SB14La. Panel 3 consists of items SC1a -SC10La. Panel 4 consists of items SD1a - SD11La. You will be able to tell which panel of questions you are asking by the second letter of each item name.

The panels are made up of many of the same questions; they are just asked a little differently and in a different order, at times. Each panel of questions is arranged with a different purpose in mind.

B. How Will a Supplement Interview Flow?

Introduction -

When you have finished asking the labor force questions, you will introduce the supplement to the respondent and ask to speak to the first person on the household roster.

Respondent -

We prefer that you get self-response interviews for all persons over 15 years old. However, if the sample person is not available, accept a proxy supplement interview.

The interview is shorter when there is a proxy respondent, as certain questions may be asked only of self-respondents. The questions that are to be asked of both self and proxy respondents are marked with an asterisk (*) in this memorandum. If there is no asterisk before an item number, that item will be asked only during self-response interviews.

Panels 1 through 4 -

Listed below are the primary differences in the way the race question is asked in each panel. Other than the arrangement of the items, you will notice a great deal of similarity between panels.

¨ Panels 1 and 2 ask for race and Hispanic origin separately (one question for each), but we ask the Hispanic origin question before the race question.

¨ Panels 3 and 4 ask for race and Hispanic origin in a simple question ("Hispanic" is included as an option in the race question).

¨ Panels 2 and 4 include "Multiracial" as an option in the race question.

¨ We are intentionally not defining race or origin because we want to see how the respondent defines them.

C. Panel 1

*1. >SA1< First, are you one of the following: Hispanic, Latino, or of Spanish origin?

a. Purpose

This question is asked of all eligible persons, regardless of whether we previously collected that information in the basic CPS demographics. If the person is Hispanic, Latino, or of Spanish origin, the interview obtains more detailed information.

b. How to Complete

Enter 1 for "yes" or 2 for "no", as appropriate.


*2. >SA2a< Which one of the following are you: Mexican or Mexican-American or Chicano; Puerto Rican; Cuban; Central American or South American; Other Hispanic, Latino, or Spanish origin group?

a. Purpose

This item identifies which Hispanic, Latino, or Spanish Origin group the person belongs to for those who say yes to the Hispanic question (SA1). It also allows the respondent to change their mind about being Hispanic, etc.

b. How to Complete

Make the appropriate entry for any of the groups listed in the question. If the person is Central American or South American, he/she will be asked to more narrowly define the group. If the response is "Other Hispanic", the person will be asked to name that other group.

This item includes an option to be used at the discretion of the interviewer. If the respondent appears to you to NOT actually be of Hispanic origin, seems uncertain of their origin, or just changed their mind, you may enter <6> for "Not really Hispanic, Latino, or of Spanish origin.

NEVER READ THIS OPTION TO THE RESPONDENT. THIS IS FOR YOUR USE WHEN THE RESPONDENT APPEARS TO HAVE MADE A MISTAKE IN ANSWERING ITEM SA1.


*3. >SA2b< Which Central American or South American group is that?

a. Purpose

This question is asked of persons who said they were Central or South American in the previous question. This question allows the persons to name a specific Central or South American group that they are part of.

b. How to Complete

Enter the name of the Central American or South American group that the respondent mentions (eg. Nicaraguan, Venezuelan, etc). If the respondent does not know the name of the group or refuses to respond, enter a "D" or "R".



*4. >SA2c< Which other Hispanic, Latino, or Spanish origin group is that?

a. Purpose

The question is asked of persons who said they were Hispanic, Latino, or of Spanish Origin, but were not any of the groups listed in the answer categories to the previous question (SA2a). This question will allow the respondent to name another specific group to which he/she belongs.

b. How to Complete

Enter the name of the other Hispanic, Latino, or Spanish origin group that the respondent mentions. If the respondent does not know the name of the group or refuses to respond, enter a "D" or "R".


*5. >SA2d< THIS IS NOT A QUESTION TO BE READ TO THE RESPONDENT.

a. Purpose

This item will come up on the screen if you enter a <6>, "Not really Hispanic, Latino, or Spanish origin" in item SA2a. The purpose of this item is to clarify why the respondent decided he/she is not really Hispanic, after saying that he/she was Hispanic in item SA1.

b. How to Complete

In this item enter the response that the person gave to SA2a, when it was decided that he/she was not really Hispanic, Latino or of Spanish origin. ENTER THE PERSON'S VERBATIM RESPONSE.


*6. >SA3a< Which one of the following list are you-White; Black; American Indian, Eskimo, or Aleut; Asian or Pacific Islander; or something else?

a. Purpose

This is a question to determine what race the respondent considers him/herself to be. The choices included in this question are the standard race options that we currently use, with the exception of "something else."

b. How to Complete

Be sure to always read the ENTIRE list to the respondent when asking this question. Enter the appropriate response.

a. Purpose

You will ask this question when the entry for item SA3a is <5>, "Something else" -- the respondent does not consider him/herself to be any of the options given for race.

b. How to Complete

Enter the verbatim response for race given by the respondent.


*8. >SA4a< In addition to (race entered) would you have liked to have had a "Multiracial" category on the list to better describe yourself?

a. Purpose

This question asks the respondent if he/she would have preferred to have "Multiracial" added to the list of choices for race. This is the first question that suggests the possibility of asking race and origin in a different manner than what has been standard.

b. How to Complete

Enter <1> for Yes or <2> for No. DO NOT READ THE NO PREFERENCE OPTION. Enter <3> for No Preference only when the respondent really does not seem to have a preference for having "Multiracial" as a race option.

a. Purpose

For the person who would like to have more than one choice for race, this question allows the respondent to choose more race options.

b. How to complete

READ THE ENTIRE LIST to the respondent. This is the same list of races that you read previously -- White; Black; American Indian, Eskimo, Aleut; Asian or Pacific Islander; or something else. This time, enter all other races that the respondent mentions. DO NOT enter the race that you entered the first time you asked this question.

Make as many entries as mentioned by the respondent.


*10. >SA4c< What is that?

a. Purpose

If the respondent answers <5>, "Something else" in the race question SA4b, this item gives him/her an opportunity to name the preferred race.

Enter the verbatim response given for this item in the space provided.


*11 >SA5< I am going to read you a list of reasons people give for using the "Multiracial" category. Please tell me if you would use "multiracial" for any of the following reasons.

a. Purpose

The individual's responses to this question will help determine the different reasons people consider themselves to be multiracial.

b. How to Complete

Four reasons for choosing the multiracial category will come up on the screen. READ EACH REASON to the respondent and make an entry for each reason on the screen.

Enter a <1> for a "Yes" response. Enter a <2> for a "No" response.

If the person answers "Yes" to the fourth reason, "Because of some other reason", you will ask what that reason is in item SA5e.

For those persons who said they were Hispanic, Latino, or of Spanish origin earlier, this item allows them to define more clearly which they consider themselves to be.

b. How to Complete

READ ALL THE CATEGORIES. Enter <1> for Hispanic, <2> for Latino, <3> for of Spanish origin, or <4> for some other term.

DO NOT READ THE "NO PREFERENCE OPTION" to the respondent. If the respondent says that he/she has no preference or really can't decide, then enter <5> for no preference, without reading the option. Please note that "no preference" takes preference over "don't know" when the person can't decide which option to choose. If they say "Don't know" because they can't pick one, enter <5> rather <D>.
